According to The Chronicle of Higher Education, you"re now not allowed anymore to advertise term-paper and essay-writing services with Google AdWords. These services "join prostitutes, firearms dealers, and hacking sites in Google’s forbidden-advertising zone," as The Chronicle puts it.
